The second Express Entry draw of 2024 sent out 1,040 invitations to apply (ITAs) for Canadian permanent residency (PR).
IRCC invited Express Entry profiles with a Comprehensive Ranking System (CRS) score of 543 or higher in a general draw today.

- CRS score of lowest-ranked candidate invited: 543
- Tie-breaking rule: January 21, 2024 at 07:43:47 UTC
Tie-breaking: If more than one candidate has the lowest score, the cut-off is based on the day and time that they submitted their Express Entry profiles.
Since this draw was announced on Tuesday, there is a possibility that we may see more draws this week.
Previously, on January 10, 2024, the IRCC issued 1,510 invitations to apply in a general round of invitations, considering all the profiles with a CRS score of 546 or above.

What are the targeted Express Entry draws?
In May 2023, the IRCC stated that it would introduce targeted invitation rounds for Express Entry candidates.
Through these new rounds, IRCC seeks people with a specific, in-demand skill that the immigration minister believes will benefit Canada’s workforce and economy.
One of the six categories is for Express Entry candidates who can demonstrate French language proficiency.
The remaining five are for candidates with work experience in an industry that is currently experiencing a workforce shortage in Canada, such as
- healthcare
- science, technology, engineering, and mathematics (STEM) professions
- trades, such as carpenters, plumbers and contractors
- transport
- agriculture and agri-food
ITAs given in targeted Express Entry draws will contribute to Federal High Skilled (Express Entry) worker targets in the Immigration Levels Plan.
By the end of 2025, Canada plans to admit up to 114,000 new permanent residents each year through Express Entry during the next three years.
What is Express Entry?
Express Entry is an application management system for three major economic immigration programs: the Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP), and Federal Skilled Trades (FSTP).
Express Entry employs the Comprehensive Ranking System to evaluate candidates based on human capital variables and then assigns a score.
Work experience, linguistic proficiency, education, age, and occupation are some examples of human capital factors.
Those with the highest CRS scores are more likely to receive an Invitation to Apply (ITA) for permanent residence in the next Express Entry round.
Once a candidate has received an ITA, they can submit their application to the IRCC.
The agency maintains a six-month service standard for processing Express Entry applications and making final decisions.
