On September 5, 2024, Ontario conducted a new Express Entry draw, inviting candidates meeting the eligibility criteria of the French-speaking Skilled Worker stream.
This draw invited 86 Express Entry profiles created between September 5, 2023 –
September 5, 2024, with a Comprehensive Ranking System (CRS) score between 290 and 393.
Such a low number of invitations means that there is quite a less buildup in the Express Entry pool below 290 CRS score.
Invited candidates who meet the eligibility criteria for the OINP French-speaking Skilled Worker stream can claim their provincial nomination and get 600 additional CRS points.
This will significantly boost their chances of receiving an Invitation to Apply (ITA) for permanent residency in the next federal Express Entry draw.

Drop in CRS Scores for French-Speaking Workers
This draw marks the third one conducted under the OINP French-speaking Skilled Worker stream in 2024, with a total of 1,282 provincial nominations this year.
The upper CRS score range dropped by 16 points compared to the previous draw in June and by 75 points as compared to a similar draw in January.
Furthermore, the lower cutoff score has also dropped by 15 points as compared to the June draw and by 27 points since the January draw.

Eligibility for Ontario Express Entry French-Speaking Skilled Worker Stream
To qualify for the OINP French-Speaking Skilled Worker stream, candidates must:
- Have a valid Express Entry profile through the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC).
- Possess an educational background equivalent to a Canadian bachelor’s degree or higher.
- Attain a Canadian Language Benchmark (CLB) score of 7 or higher on the French language proficiency test (TCF/TEF Canada).
- Achieve a CLB level of 6 on the English language proficiency test (IELTS/CELPIP).
- Demonstrate proof of settlement funds, either through bank statements, investment statements, or employment income from continuous work in Ontario.
Eligible candidates must also prove their intention to reside in Ontario, demonstrated by factors such as current or past employment in the province, job offers, property ownership, or family and professional ties.

As of September 2024, the OINP has issued a total of 19,019 invitations through its Express Entry streams.
Today’s draw marks the lowest CRS score recorded for these draws at 290.
