The Saskatchewan Immigrant Nominee Program (SINP) also know as Saskatchewan PNP (Provincial Nomination Program) initially launched in 1998 aims to fill the provincial labour market and economic gaps through immigration.
With the SINP, the Saskatchewan province selects applicants who submitted their Expression of Interest and want to settle permanently in the province.
Then, chosen applicants receive a nomination from Saskatchewan and can apply for permanent residency for the province.
Additionally, if the selected applicants create or have an Express Entry profile, then provincial nomination after invitation can get them 600 extra points.

Then SINP draws are held typically every week and selected candidates are invited to apply. Below is the summary of SINP for 2022.

Saskatchewan held its latest Express Entry and in-demand occupation draw on December 21, 2022, inviting 468 candidates.
The lowest-ranked candidates in this draw scored 80 in both categories, and below is the list of invited occupations.

In total, SINP invited 10,578 applicants for permanent residency. Out of these, 5,463 applicants were invited under Express Entry category.
While rest of the selected candidates were invited under Occupation In-Demand category.
- SINP Occupation In-Demand 2022: The lowest-ranked candidate who received a nomination had 61 points.
- SINP Express Entry 2022: The lowest-ranked candidate who received a nomination had 60 points.
Reiterating, 60 are the minimum points to be eligible for SINP. However, not every profile having score above the cut off is invited in SINP draws.

Implementation of new NOC (TEER system) for SINP
With the implementation of NOC 2021, the Saskatchewan provincial government began using the new NOC system on November 16, 2022.
As a result, interested applicants who will apply for SINP’s Occupations In-Demand (OID) and Express Entry program must work in TEER 0, 1, 2, or 3 categories. These categories are:
- 1. TEER 0: Management occupations
- 2. TEER 1: Occupations that need a university degree
- 3. TEER 2: Occupations that need a college diploma, at least two years of apprenticeship training, or supervisory experience
- 4. TEER 3: Occupations that need a college diploma, fewer than two years of apprenticeship training, or more than six months of on-the-job training
Applicants working in TEER 4 and TEER 5 occupations are ineligible for SINP’s Occupations In-Demand (OID) and Express Entry programs.
Additionally, all interested SINP applicants who submitted their Expression of Interest (EOI) on or after November 16, 2022, must use the new NOC 2021 system.
Saskatchewan International Skilled Worker Hard-to-Fill Skills Pilot
The new International Skilled Worker Hard-to-Fill Skills Pilot aims to draw in the middle- and low-skilled populations to support Saskatchewan’s economic growth. Here’s the eligibility requirements:
- Have at least one year of full-time work experience (in your desired occupation) in the last three years; or six months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer who issued you with the Job Approval Letter. In either scenario, the work experience does not have to be consecutive.
- Possess a Canadian Language Benchmark (CLB) language score of at least 4.
- Some regulators or employers may require scores greater than CLB 4.
- Hold a degree or credential equivalent to a Canadian secondary school (high school).
- Nominations for NOC 73300 – Transport Truck Drivers will be issued with conditions until the SINP receives documentation demonstrating that you have obtained the necessary licenses and endorsements from Saskatchewan Government Insurance (SGI) to maintain your candidacy.
- The license and endorsements you require will depend on the sort of vehicle you drive for work.
- To drive power units, semi-trucks, trucks with trailers or vehicles in tow where the gross vehicle weight of the towed unit(s) exceeds 4,600 kg, and trucks without trailers or vehicles in tow, you must show proof that you have completed Mandatory Entry-Level Training (MELT), and
- You must possess a valid Class 1A licence issued by SGI, a current Class 2A license issued by SGI is necessary for all other kinds of transport trucks.
- Have an offer for a full-time, permanent job in Saskatchewan that SINP has approved. You will need a current SINP Job Approval Letter from your company to prove your eligibility.
