On December 21, Canadian immigration minister Marc Miller unveiled a free open work permit as well as a study permit for Israelis and Palestinians already inside Canada.
Furthermore, these fee-exempt study permits and work permits will also be available for Canadian family members and permanent residents from the affected area.

Fee-exempt Canada open work permit or study permit
The following individuals can apply for an open work permit or fee-exempt study permit as of right now:
- Israelis and Palestinians living in Canada who currently feel frightened going back to the area
- Foreign national family members of Canadian citizens and Permanent Residents (PRs) who have left Israel and the Palestinian Territories, either with their family members or on their own choice, since the commencement of the present conflict.
- Immediate family members of Canadian citizens or permanent residents, as well as Israelis and Palestinians who are currently living in Canada, must have a valid temporary resident status in order to be eligible to apply for fee-exempt open work permit or study permits.

For the large number of Canadians worried about their loved ones’ safety in Gaza, Canada is putting in place additional provisions to help relatives of Canadian citizens and permanent residents who have extended family living in Gaza temporarily.
Processing of all new and current Palestinian applications for permanent residency under family-based streams will likewise be given priority.
Those who are eligible to apply are the immediate family members of a Canadian anchor, which includes the spouse, common-law partner, dependent child, dependent child of a dependent child, kid (regardless of age), grandchild, sibling, parent, or grandmother.
The individual must be a citizen or permanent resident of Canada and be living there at the moment.
Proof of documents includes:
- a copy of the child’s or grandchild’s birth certificate
- a copy of the child’s or grandchild’s baptismal certificate
- another official document naming the applicant as the parent or grandparent, such as their family book or civil registration documents.
