On August 19, 2025, Immigration, Refugees, and Citizenship Canada (IRCC) made waves with a massive Express Entry draw, issuing 2,500 Invitations to Apply (ITAs) for permanent residency.

This 37 healthcare and social services occupations-focused draw, the second largest of its kind in 2025, targeted candidates with a Comprehensive Ranking System (CRS) score of 470 or higher.

With 2,500 ITAs issued reflect IRCC’s strategic focus on bolstering Canada’s healthcare workforce amidst evolving economic needs.

The tie-breaking rule, prioritizing profiles submitted before April 23, 2025, at 20:08:53 UTC, ensured a fair selection process for candidates with the minimum CRS score of 470.

For comparison, a July 22, 2025, healthcare draw invited 4,000 candidates at a CRS cut-off of 475, while smaller draws, like a May 13 Canadian Experience Class draw, had higher cut-offs (547 for 500 ITAs).

The relatively low CRS score of 470 in this draw reflects the larger number of invitations, offering hope to candidates who may have missed out in more competitive rounds.

CRS Score Distribution In The Pool

As of August 17, 2025, the Express Entry pool included 254,113 candidates, with 75,011 in the 451–500 CRS score range, including 17,339 in the 461–470 bracket.

This competitive pool highlights the significance of a CRS score of 470, positioning invited candidates among the top 2,500 in this category.

There have been a total of 10 Express Entry draws under healthcare category since the launch of category-based rounds of invitations in 2023.

A total of 23,350 invitations to apply have been issued in these 10 healthcare version 1 and version 2 (including service occupations) draws.
