First CEC Express Entry Draw Of July Invites 3,000 For Canadian PR

Last Updated On 8 July 2025, 3:54 PM EDT (Toronto Time)

On July 8, 2025, Immigration, Refugees, and Citizenship Canada (IRCC) conducted an Express Entry draw, issuing 3,000 Invitations to Apply (ITAs) for permanent residency.

IRCC invited all the candidates in the pool under the Canadian Experience Class (CEC) with a Comprehensive Ranking System (CRS) score of 518 or above.

The CRS cutoff score dropped by 3 points as compared to the previous CEC draw on June 26, 2025.

This is in line with our prediction posted for Express Entry draws in July 2025.

Details of the Express Entry Draw Today

Below are the full details of the Express Entry draw today.

  • Program Targeted: Canadian Experience Class (CEC)
  • Date of Draw: July 8, 2025
  • CRS score of lowest-ranked candidate invited: 518
  • Number of invitations issued: 3,000
  • Rank needed: 3,000 or above
  • Tie-breaking rule: October 02, 2024 at 1:48:36 UTC

This draw prioritized candidates with Canadian work experience, aligning with Canada’s 2025–2027 Immigration Levels Plan, which aims to welcome 124,680 permanent residents through Express Entry in 2025.

The focus on CEC candidates reflects Canada’s strategy to retain skilled workers already integrated into its labour market, contributing to economic growth and addressing labour shortages in key sectors like healthcare, technology, and trades.

Understanding the CRS score distribution in the Express Entry pool is critical for gauging your chances of receiving an ITA.

As of July 6, 2025, the pool included 256,224 candidates, with the following distribution:

Key Trends in 2025:

CEC Cut-Offs: In 2025, CEC draw cut-offs have ranged from 518 to 547, with larger draws (3,000 ITAs) typically having lower thresholds (518–529).

Smaller draws, like the May 13 draw (500 ITAs, CRS 547), require higher scores.

Policy Shifts: The removal of job offer points (50–200 points) in Spring 2025 has lowered some candidates’ scores, making language proficiency and Canadian work experience more critical.

Category-Based Draws: Lower cut-offs in category-based draws (e.g., 410 for French proficiency on March 7) offer opportunities for candidates with scores below 500 in specific streams like healthcare or French-language proficiency.

Pool Dynamics: As of July 6, 2025, 22,591 candidates had scores between 501 and 600, indicating high competition in these brackets.

How to Qualify for the Canadian Experience Class

The Canadian Experience Class (CEC) is a cornerstone of Canada’s Express Entry system, designed for skilled workers with Canadian work experience seeking permanent residency.

It’s an ideal pathway for international students and temporary foreign workers already living in Canada.

Eligibility Criteria:

  1. Canadian Work Experience:
    • At least 1 year of skilled work experience (NOC TEER 0, 1, 2, or 3) in Canada within the last 3 years.
    • Must be full-time (30 hours/week) or equivalent part-time work.
    • Internships or co-op terms as part of a study program do not count; post-graduation work via a Post-Graduation Work Permit (PGWP) is typically required.
  2. Language Proficiency:
    • Minimum Canadian Language Benchmark (CLB) level of 7 for TEER 0 or 1 occupations, or CLB 5 for TEER 2 or 3 occupations, in English or French.
    • Higher scores (e.g., CLB 9 or above) significantly boost your CRS points. Tests like IELTS, CELPIP, or TEF are accepted.
  3. Admissibility:
    • Candidates must be admissible to Canada, with no criminal or medical barriers to entry.
  4. Express Entry Profile:
    • Create a profile in the Express Entry pool, where your CRS score is calculated based on factors like age, education, work experience, and language skills.

Steps to Take After Receiving an ITA

Receiving an Invitation to Apply (ITA) is a major milestone, but quick and precise action is essential to secure permanent residency.

Here’s a step-by-step guide for candidates who may receive an ITA in the upcoming July 2025 draw:

  1. Accept the ITA:
    • Log into your Express Entry profile and accept the invitation within 60 days. Failure to act will result in the ITA expiring, requiring you to re-enter the pool.
  2. Gather Required Documents:
    • Valid Passport: Ensure it’s up to date.
    • Language Test Results: Valid IELTS, CELPIP, or TEF scores.
    • Educational Credential Assessment (ECA): Required for foreign degrees.
    • Proof of Canadian Work Experience: Include T4s, pay stubs, and reference letters from employers.
    • Police Certificates and Medical Exams: Obtain these from authorized providers.
  3. Submit Your Application:
    • Complete your permanent residency application via the IRCC portal.
    • The application fee is approximately CAD 1,365 per adult (as of 2025).
    • Double-check all documents to avoid delays or refusals.
  4. Monitor Processing:
    • IRCC typically processes CEC applications within 6 months. Check your status regularly via your IRCC account.
  5. Prepare for Landing:
    • Upon approval, you’ll receive a Confirmation of Permanent Residence (COPR).
    • If in Canada, you may complete a virtual landing process; if abroad, you’ll need to enter Canada to activate your status.

Acting promptly and ensuring all documents are accurate is critical to a successful application.

  • June 12: 3,000 ITAs, CRS 529
  • June 26: 3,000 ITAs, CRS 521

Total ITAs Issued to CEC Candidates: 15,850

CRS Cut-Off Range: 521–547 The June 26 draw’s CRS score of 521 tied with the February 5 draw as the lowest for CEC in 2025, suggesting a trend toward more accessible cut-offs.

Is a CRS Score of 515–520 Competitive?

A CRS score of 515–520 is highly competitive for CEC draws in 2025, especially given the current range of cut-offs (521–547).

Larger draws (3,000–4,000 ITAs) typically have lower cut-offs, making scores in the low 500s more competitive.

With 77,550 candidates in the 451–500 range and 22,947 in the 501–600 range, scores above 515 are well-positioned.
